Well i guess if you put the paper down on a hard rough surface, and scraped the rock across the paper the friction would make up for the tension and the paper would tear
But if you just drop the rock on the paper, or even throw it at the paper it wont dmg the paper unless theres tension, which is how i imagine it when playing rock paper scissors

I guess if its only 1 sheet of paper theres no way for the paper to win either, since if you actually tried to crush the rock, the paper would just rip
But ripped paper is still paper, i mean, whats changed about it when its in multiple pieces, or has a rip or cut in it, so just being ripped doesnt mean it loses
If you think about it like that then scissors cant beat paper since cutting it doesnt actually effect the paper
You can cut the paper up until the pieces are too small to cut anymore, but you still have the same amount of paper, and it can still be used as paper (although it would be difficult)

Really rock is the only winner
Since paper cant beat it, scissors cant beat paper as i said above, paper cant beat scissors (obviously), and rock destroys scissors

In short, ive just wasted 5 minutes of my life on this
